The Interstate Oil and Gas Compact Commission (IOGCC) seeks a skilled, energetic and resourceful manager and leader with background and experience rooted in energy issues at the state and/or national level. The Executive Director will bring leadership to an important organization providing advocacy, coordination, education and strategy among member states on key domestic energy issues facing the states and nation.
IOGCC Background The IOGCC is a multi-state government agency whose mission is to promote the conservation and efficient recovery of the nation’s domestic oil and natural gas resources while protecting health, safety and the environment. In 1935, six states took advantage of a constitutional right to “compact”, or agree to work together, to resolve common issues. Faced with unregulated petroleum overproduction and the resulting waste, the states endorsed and Congress ratified a compact to take control of the issues. Today, the IOGCC’s membership is comprised of 30 member states, seven associate states and seven international affiliate country members. The IOGCC is headquartered in Oklahoma City, Oklahoma. Job Profile The Executive Director (E.D.) is responsible for providing leadership and management that ensures the consistent achievement of the IOGCC’s mission, vision, strategic goas and objectives, The E.D. is responsible for: • Carrying out the policy, orders and directives of the IOGCC and its Steering Committee; • Supervising a staff that currently consists of nine full-time staff members; • Overseeing management of the IOGCC finances and annual budget of approximately $1.5 million; • Establishing and recommending IOGCC objectives and developing and implementing work plans for achieving those objectives; • Maintaining ongoing contact with key Administration officials, congressional members and staff on energy issues; • Monitoring state, national and international actions concerning oil and gas issues and providing regular updates to the membership; • Suggesting areas where specific governors, official representatives or committee chairs could provide testimony or information and coordinating such testimony and information; • Providing support to the IOGCC Chairman, Vice Chairman and Second Vice Chairman in fulfilling their responsibilities as officers; • Ensuring the timely publication and distribution of IOGCC documents and publications including resolutions, financial reports, bylaws, the membership directory and special studies; • Representing the IOGCC on appropriate national boards and organizations and attending appropriate state and national conferences; and • Being willing to travel during weekdays and weekends. (Travel makes up 25% of this job.). Work Experience and Qualifications The ideal candidate will have: • Substantial professional work experience (10+ years preferred) in state or federal energy issues with prior state or federal legislative or government policy experience preferred; • A Bachelor’s degree from an accredited university with a J.D., M.B.A or other advanced degree preferred; • At least five years experience in managing people, projects and budgets; • Strong interpersonal communication skills with ability to advocate and educate effectively before a wide range of audiences, both in large group meetings or in one-on-one meetings with governors, congressmen and their staff members.
